help creating a website with a user interfaced mailing list for community :)

Hi, first thanks for checking out the thread. I am a complete web design cowboy, learning as I go and hoped to get some help from people who actually know what there doing

The scenario: I wish to set up a web site that contains several mailing lists, a mailing list for particular groups of people, so that many emails can be sent to the groups when there is a new activity to inform them of.

Individuals/group members will be able to add there email addresses to the mailing lists, as well as the ability to post a message to all other users on the mailing list after going through anti spam filters of some kind. This likely seems like a crayon scrawled list of needs but it will prove a valuable resource i am sure for our local community, so any help or pointers would be great. Grateful for your energy
