i would not take on a client for something that you don't even know how to do - there is allot more to web design than just buying a wysiwyg programme and just making a load of images, my advice is for you to advise this person to find themselves a qualified designer...

the first thing you would need to do is to learn HTML

I second the above.
And the first step should be to find out what the website is supposed to achieve.
Generate new sales leads or support existing clients etc etc.
Why not find out what they want to do and ask the best way to do that.

!?

I completely agree with saltedm8. It's unfair on the client if you're taking on a job you are not skilled in. If you're not careful, you'll end up with more than your fair share of problems - for the both of you.

Kindly decline your client's proposal, and set about learning HTML and CSS, using books and online resources. Book a weekend tutorial or take an evening class.

As already said, it is not an overnight achievement. Many others have worked hard for many years, developing and tuning skills, to earn the right to sell a professional service you can rely on.
