Re: cms
It depends on the size of a website. A small website wouldn't really need a CMS, but a blog, or a large shop online website would need a CMS to regurarly update products and prices etc.

Re: cms
Depends, not every site needs a CMS to run. A CMS can make a site more efficient in certain circumstances but is often overkill. If you have a site with a small amount of content that is changed on the odd occasion then I wouldn't bother. It would be cheaper to pay a web designer to update the site manually (or do it yourself if it isn't a client site). If there will be a lot of information that will need archiving, updating, adding to regularly the you would probably be better off with a CMS. They vary in size and scope. Often something simple like text Pattern or wordpress will do but you may need something more suited to your needs. I am a big fan of expression engine. It is extremely adaptable and suited to almost any use. Almost.
