Design is relative. You can't really learn design but you can learn techniques and other aspects of it. I would go for the code base and use that to work on visuals as well.

Are you familiar with XHTML and CSS? Learning to hand code your own sites without a WYSIWYG editor is a really great thing to know. XHTML is super easy, but you need to enter CSS with the right frame of mind, you can accomplish any same design a hundred different ways.

JavaScript is a really handy tool that can be implemented to any website, but really the choice is up to you, all of the things you listed would be great to expand your knowledge and or learn. But if you don't know XHTML/CSS I would definitely recommend starting there.

JavaScript can do some cool things, but you need to be familiar with Accessibility before you can go too far with it, though. Take a look at my site with JavaScript enabled and JavaScript disabled. Particularly, look at my navigation and my portfolio. Without some thinking and workarounds, both of those things would only work correctly if JavaScript was enabled.

Re: what to learn next?

Yeah, PHP is more important, but there are a few things you should know in JavaScript.

This tutorial on Unobtrusive JavaScript not only shows you the proper way JavaScript should be implemented in a page, but it gives you a great little script for popups that comply with XHTML strict.

If you use JavaScript, always link to it using the <script> tag.
