I have Adobe Dreamweaver CS3 and when I open it up it say 'Create New' and shows the following options:

Depends on your needs/server setup. if you are going to have users, accounts and user submitted content you need a server technology such as PHP or ASP and a database of course. You need to find out what type of server you have and what technologies your host provides/supports.

Yep I will be having users, accounts and user submitted content, so what will be the best for that? PHP or ASP. Will look into host providers/support later.

I would say PHP/MySQL but that is my personal choice. other people will swear by ASP and such. I would avoid any place that uses Windows servers and stick with Linux/Apache.
These are just my personal preferences so I encourage you to research and decide for yourself.
