td and border issue . . . css problem?
Hmmmm . . . can someone explain to me why the border around my td w/ the id of navbox is not showing up? It also appears to have a liquid effect when resizing which is NOT my desired effect. I did notice that when I take the ul navlist out, the td displays as desired.

Found something that works
For some reason, if I add css with #navlist having a border, any kind except "none", the border around my td reappears (looking as it should, not like the border I define for #navlist). I have no idea why this is. However, it makes a border line for that div that I don't want. So, I decide to just set the div border to be the same color as the td background so it doesn't show. Not sure this is the best way to fix this problem, but it's the only think I can find to make it work!
