I've spent about an hour playing and can't get it working without breaking it!

Try looking at the following examples of it working to see if you can spot the issue.

Your code is spot on. Nothing wrong with it. I've compared it to three of my hover galleries.

What is this?

Also you have some javascript in the coding but I don't see what it's for. I'd take that out and test. I'd say it's something else messing up your hover gallery.

the javascript preloads the images on page 2.
and know idea what the other bit is so have removed it, if it crashes, i'll put it back in

that code hides the preloading pictures for page 2 but it works fine now

It's not working for me in IE7 and I cleared my cache. And it's not working in IE 6 at all.
