Web page with user editable database?

Hi, I need some recommendations on the best way to create a web page where users can create entries in the database and later any user can edit that entry.

I´m working on a page about the Earths history. A part of that page would have a database where users (with access) could add a species or edit one that is already in the database.
Users would fill in a template or form, similar to when users fill in a personal profile on a web page (Name, Nickname, about me...) but instead I would have the species name, Latin name, heritage etc. That information would then be saved in a database.

If anybody can recommend where I should start then that would be great I have some basic knowledge in programing and creating databases (but still a noob). I´m fairly used to frontpage, Dreamveawer, Flash and photoshop...

P.s.: I have though of using wiki software, but I´m not sure that will work. I would like users to fill in a form like page (fill in the information in separate fields. One text field for the mammals name, another for it´s Latin name and etc.) And users would have to have access to be able to edit the content. Then I would also like to have my own design. Is this possible with wiki software?

This seems like a CMS!
Wikipedia.org is the close example in this! Who ever writes it, he is the only one who can delete or update it! Yeah, it is a CMS!

What server-side language do you use? Access usually goes with ASP
