PHP and MySQL are your best options for this. JavaScript is very unsecure and frankly, more difficult. There are several scripts available on http://hotscripts.com that are free and will do exactly what you want.

The best way to learn this stuff is to understand and re-create something somebody else has done.
Like Ryan said, find a free script and see how it works...

Re: how to built register and log-in pages?

contrary to popular belief (sarcasm..) .net is suitable for such a use, if its what your used to. also, classic asp is equally good.

when you say a log like this site, this site is more a forum package, a little over complex to start out with.

how about these to start you off? http://www.aspin.com/home/tutorial/usermanage/login
