Haven't tried IBP,but yes WEB CEO is possibly the best comparative analysis tool you could utilize to check your progress on major SE's compared to your competitors.The detailed study will enable you to improve in departments where you are lagging.

whats wrong with google webmaster tools and google analytics?
combine these with great (free) tool sets such as seochat and linkvendor and you have all you need without the outlay.

WebCEO is free. Free is better. Therefore WebCEO is better. Simple.
I say it's simple because these problems don't really help your SEO and they can't make you a good SEO. They just take care of mundane tasks like rank checking and keyword suggestions. The real work is down to you. That's why I don't think it's worth paying for these programs...
