The text sizes can be changed using CSS. When you choose a heading, choose it for its logical/structural role rather than its appearance; the appearance can be completely changed.

You can even make <h1> smaller than <h2> if you want.

So your heading structure should look something like this, for example:

-----> <h3>

This, however, is an illogical structure, because it skips headings:

--> <h3>
Many people recommend using only one <h1> per page. I think this is better, because then the <h1> is a title for the whole page.

Hey Steve,

H1 tags still haven't lost their importance. Many search engines including Google give importance to the H tags these days. Basically, you need to ensure that your Head tags should be inclusive of keywords as far as possible. Beside, your H tags should also be properly aligned with the content of the paragraphs underneath. Do not just stuff keywords into your H tags - make them meaningful.
