There's your answer:
http://www.mattcutts.com/blog/ui-fun-better-snippets/ "it’s all algorithmic. The algorithms pick the sites where this could be helpful" You can't choose to have those links. Google's algorithms will decide if and what links to show based on the amount of traffic your site has (and you'll have to have a lot of traffic to become one of the privileged few)

Thats what I thought it must be. But them I saw a sub link with a title that did not match the page title so I thought it must have been created like that. But probably google was just a bit late to updating their title.
The vbulletin.com/downlaod.php page title is "vBulletin® - Downloads" and it says "Downlaod now!" in the sub link |

Then it's not based on the pages with the most hits, but the links with the most clicks. The title of the link isn't the title of the page as you suggested, it's the text in the link that points to the page...
make sense?
