Not really.
The closest you are going to get is to use a purpose IDE that will do a lot of things for you but they are usually expensive. Appart from that, I cannot see any benefit. The nature of coding in a scripting language means that you are going to be writing the code to suit the task. You can make use of libraries that give you prepared widgets that you can use but thats as close as you are going to get.
