I think you're probably looking for a content management system (CMS) - an application that could be written in PHP, or could some other server language. Blogs, Wikis, and forums such as this one are special cases of CMSs, and I would suggest that you look for an appropriate piece of open source code that does the job for you rather than write your own if your requirement meets the characteristics of one of those CMS types.

It is also possible (I do it on my work web site) to have a simple PHP script called index.php in a directory that'll give your users a dynamic index of what's there and so just by uploading / deleting files they're automatically re-indexed. If you head along those lines and need further help with code specifics, this board is the place to help.

Re: website update help

Textpattern owns all. Alternately there are PHP scripts etc that can read contents of a folder and such and implement those contents in various ways. BTW a good CMS like the before mentioned are usually built with PHP etc. I like TP because you use all of your own XHTML, CSS, PHP etc within the system plus its built in tags etc make automating many things a snap. Something to consider. </shameless plug>

Yep, I'll plug it too. For work we use textpattern as our remote office/wiki. It's simple to use and has heaps of features - as you learn, you can build in more features.
