I think it would help users here to know what database you want to use, and what server side language (eg, ASP, PHP, etc)...
From there we can guide you at least further in the right direction!

All you have to do is create you DB and store your menu items in there.
Then use PHP to get them out and onto your site. Moving thread to PHP forum
