how much would database help cost?

Hey Guys,
I have some work to do on a website and wish to create a form that users can submit details to be added to a newsletter distribution list, and need to ensure the client can have access to the database. Do I pay someone to write some database form for me? If so, how much should I expect to pay?
Any suggestion would be great.

CS3 is a graphics-editing software and I'm sure it will help you, but not with databases.

Thanks for the reply. Although the site may have a number of pages, I don't see it as getting complex. Only one of the pages will be a form where users will enter their contact details etc and hence ' join up' to a newsletter. The client wishes to have access to the database details submitted so they can add the users to their circulation list. The rest of the site I can manage okay.
Hope that explains a bit more. Also, because I am only at the bid stage, I was looking for a range of costs of what to expect to pay for assistance, and then will look at it in more detail.

That sounds like a job that could be done with PHPList, an open source easily installable mailing list management package. Site's http://www.phplist.com/
