Adding Content to Multiple Pages

What languages allow you to add content to several pages at once and not just change the style of them?

I am looking for something that can add html to either the beginning or end of the body of all of my pages at once. Such as adding a menu bar to all of my pages and then being able to edit menu bar on all of the pages when I need to.

And if it helps to know I do have access to both the Adobe and Macromedia suites.

I think you are talking about php includes.
