what is a search engine?!

hi
i'm really new to web and web design and i've got some questions i could'nt
find on google.(i just know how to design a very simple html page with front page)
i want to know more about those search engines people have on their web site.i found that this site is made by a package called vbulletin(Powered by: vBulletin Version 3.6.4, Copyright...).it has "Member Search" under its features on its web site.
my questions are: is it possible to have a search feature like vbulletin has on my simple web site? is it related to web design or web development?
am i limited to a specific web server? do i have to code or are they preconfigured? can i use them to index and search my pdfs and chmson my lan?
if you know anything related please enlighten me.

It's very simple actually.
It is related to web dev. Most search engines (like google) use web crawlers or bots. I think...
