Think of the web as a gaint social community where the more 'friends' you get the more popular search engines think you are and thus place you higher in rankings. Think of 'friends' as websites you can place a link to and get a link back from. The more popular the pages you link to and get a link back from the more popular you become.
Watch out for 'bad neighbourhoods' which are basically link farms that have no relevancy or meaning to your website or visitors. Make sure all links you use would actually be useful to your visitors but dont link to your competitors.
