One off Template Design

I need to find someone willing to make me a specific template in Front page so I can add my own pictures and text to update my existing website. I've composed a word document with the basic layout and pics I want, so I can give someone a visual concept of the design, but for the life of me I cant get it it to line up on a webpage.
Alternatively, if someone can change the colours and heading (insert my new logo in) of my existing website I can go from there. My previous designer (family) doesn't have the time, and I have spent countless hours trying to play around with several programs, and can't get the design in my head to layout on screen. I can't spend a lot, but I do have a small budget if necessary. I look forward to any help or advice.
