hover button problem

I hope i'm in the right forum.
May someone help me to solve this problem?I am experiencing problems with getting Front Page 98’s hover buttons to function. Below is the coding.

I know this is going to sound trite but...

Stop using a product that is as outdated and useless at producing decent sites as this is.

Start coding to standards and construct your menus using unordered lists and style them with css.

I was gonna say, I'm not surprised you're having problems if you're using Frontpage 98. Frontpage is possibly the worst software ever for web design.
