It could be easily done using xml files. Just store all the text in an xml file and have different tags for the different languages.
I'm guessing you're using any server-side language like jsp or php, then ou could just call your selected language and place it on the html... |

Google has some translation tools that should suffice, but if you're specificly catering to people to other countries, you should hire a professional. English is the internet's language, so there's no need to go above and beyond in this area. The Google translation tools are built into Google itself; you don't need to install anything on your end.
