A mixture of tutorials and messing around with test sites is the best way. I'm sure it's how most of us learned.

Be sure to learn from the basics upwards. Otherwise you will have no clue what its talking about if you are trying to learn something too advanced.

but remember.....your not learning dreamweaver, your learning html and/or css (dreamweaver will add some code for you, but your learning html!
