skin needed

I have just started to make my web site but after looking around on the net i found one site i liked the layout of and looked every place for the template or skin for it but cant find it i would like to have my site like this well out look but i dont just want it to be the same content i would like to add in things to it!

here is what i like about it its got the number of downloads of each file its a nice outlook easy to use! please please can some one point me in the right way of getting a site like this

Looks like a custom job to me, although not coded how I would have done it.

Depends on various things. Design time/complexity, functionality etc.. Post something in the jobs forum if you are looking for someone to do it for you.
