local image not showing

Greetings,
I have a form for uploading images using php. It returns code that will display the image from the users computer.

This works with most browsers but not with others. I am not sure if it is the browser or settings on my Suse operating system.
Is there anything wrong with this code?

I think this is more likely a security issue.

Whilst people's browsers are configured to fetch resources on the internet, I can't imagine everyone's browser would allow bhard drive access in every case (even if it is only an image)
