Footer moves, not stationary in IE

I can't figure out what I'm doing wrong here:

In IE, the footer moves on the scroll, whereas the header stays still. In Firefox, the header nad footer are both perfect and I see no issues. Why is this. Consider me a newbie to CSS, and I know thats what i've used to do this. Please, look at my source and see if theresn't anything real easy to fix to make the footer stationary in IE as well. I am doing this based off of this site's tutorial: http://limpid.nl/lab/css/fixed/header-and-footer

If there is a better way to do this, please enlighten me. Thanks.

Alright, I managed to fix that ONE page the client satsifaction

But in Firefox now its screwy b/c the center or body piece that shoudl scroll is like off to the right, so when you scroll, it is shifted off and it looks bad

Other sections, however in IE even, liek the Services and Who We are Pages
(http://www.arballprod.com/utopian/whoweare.html) the footer still scrolls with the page even when I copied the same coding from the functioning Client Satisfaction over to these pages. Look at the source...there's NO difference, I can't figure it out.

In Firefox, the who we are and in the press main body portions are again shifted off and they scroll weird under the header/footer. However, on Services, it looks fine. Any help on why using the same code is yielding different results would be great. Thanks.
