Anchors. and links within the same page

This is a bit odd,

I have the following code:

<ul id="otherserv">
||
  <li><a href="#management">Management Accounts</a></li>
||
<li><a href="#payroll">Payroll Service</a></li>
||
<br />
||<li><a href="#archive">Digital Archiving & Storage</a></li> 
||
</ul>
Basically the #management link will jump to an ""<a name="management">"" anchor further down the page etc etc.

Problem is im getting some errors in IE, the rollover effect seems to be out of alignment if that makes sense?

I have to move the mouse curser several millimetres above the actual link to cet finger + rollover.

Its quite possibly down to my html handling of this issue, so any advice on this is much appreciated.

Could we see a link? Name is is depreciated, so try <a id="management"> as well.

id seems to wor in all browsers, we have to do that here at school for our website.
