header not showing

Hello.
i recently added Arabic to some of the pages on our site. This required adding unicode to the pages, which are php. Everything went well except one thing: the header does not show any more on any of the unicode pages.
I have the following coding at the top: <?include "headerARABIC.htm";?>
Before i made the unicode change in the php document, everything was fine.
Does anyone have any idea as to how i may correct this problem? I must have the header on every page.

As you will see, the header does not show in this one, nor will it show in any other new page with unicode/Arabic.

I created these pages from scratch in a free php design program.

Do you have any idea how i may be able to both include Arabic/unicode AND have the header showing up?

I would greatly appreciate your advice.
