Free webhosting
I bought a paid web-hosting account for a website i used to run, but now i only have a personal website which i use to exprement with HTML/CSS, ect, so i have decided to switch back to free webhosting.
so does anyone here know any good free-webhost's that i can use? i don't mind a few ads on my page, as long as there aren't to many!

you can experiment with html and css on your own computer, you dont need a host at all, - all you have to do is double click on the saved html file and there you go, - it is even possible to view php files on your own computer, all you need is mysql php and apache, - you can get them in 1 package for easy use
sorry, i dont know any free hosts, never used them, never had the need

file size limit though 8mb
great host
300gb bandwidth

I have used:
Bravenet http://www.bravenet.com
and Freewebs http://members.freewebs.com
which were both good enough for some simple websites I wanted to set up, although I'm not sure if that is what you are looking for.
A lot of Internet Service Providers offer space to run a website as part of an Internet connection, which is perfectly good for a simple personal website. It is worth checking if your ISP has provided website space, as this should also be free and without adverts.

I am not sure they do any checks at all. Usually just a valid e-mail address is required, but if somebody complains about one of these site's contents then the host has the ability to shut it down immediately. Fraud is going on all the time on the Internet, but that doesn't mean it is being ignored - when people get caught they are still liable to be prosecuted.

I haven't looked into free web hosting myself, but does't it generally mean you end up with a long url, sub domain of the web host? OK for experimenting I suppose but not very professional looking if its going to be used for a working site.

What these free hosting services always seem to forget to mention is the fact that they're not charities. They're businesses and they're always looking for ways to make a profit.
