1) Why would you want to? It looks dreadful.
2) Reduce resolution? Use a reduced palette consisting of only 'web-safe' colours (think this gives a basic 256 colour range)? Make the graphic on a small canvas and enlarge the final image so the resolution degrades? Turn off any, and all, anti-alias type functions. |

i dont think that was a filter. i think it was drawn with no anti-alias like mr sqwirrel says.
