Need Help with a Rollover

I am not sure if I need a rollover or a Flash screen for what I want to do so I need some help.

Here is some background on the programs I am using. I am using a program called Web Studio 4.0 to create my website and I have Photoshop Elements 2, Paint Shop Pro 8, and a bunch of other graphic/publishing software.

Here is the situation...
I have an opening graphic for my website that looks like a blueprint with vaious rooms. I want to have it so that you can put your mouse on the room name and have a graphic show with more information and then have the ability to click on the room name to be taken to that part of my website.

I thought I could just make a rollover button using the room name but I am running into size problems. When I make the rollover, it only maked it the size of the button image so most of my second graphic is lost.

Is there a way to make this work? If so, is it a difficult task? I am still trying to learn all the aspects of creating a website and heavily lean on WYSIWYG programs.

I have included the graphics in the attachment. The file named Home Page is the main graphic, Library is the button and Library Pop Up is what I want to show when you mouseover the Library graphic. Then I want to duplicate this for each different room shown on the Home Page graphic.
