Designing an MP3 Player

Excuse my ignorance as I'm new to this forum and web design. Does anyone know how much it would cost (ballpark) to hire a developer to design a new MP3 Player with some special functions on it?

I know there are many free players available but I would like a player that looks unique and if possible has a special function that the standard players do not have.

Also, is MySpace's MP3 player flash?
