Library of symbols for a map in a separate file?

We develop templates of various interactive maps.
Final adjustment of maps make the web designer and users.
How you think, whether has sense to make library of symbols in a separate file?
If make it any user can to create own Icons and pictograms for use on an interactive map.

I've seen this in three different threads grr.

My suggestion, lower the prices! I'd never pay that much for a map.
