How can you make flash based websites? what programs do you use? is there any free programs out there that will work.

You use, Flash!
Free programs? Not that I know of, there is a program called SWISHMax that makes developing flash web sites even easier. Google for it and check it out. DISCLAIMER: SWISH is sort of like Frontpage, it doesn't produce the most efficiant web sites...

There aren't many 'free' flash programs out there.
Your best bet is to just get flash..lol

Nah...You don't need any external apps. Although they sometimes help you do something faster, but its all done in flash itself.
