Do you have a version of Flash or any other vector animation program?

Older versions of corel had a copy of corel rave bundled with them

Then you need to download some video tutorials or seach the web for tutorials on 'Walk Cycles'

Then set aside a couple of months of practice

I think what you are trying to do is called :

The Rotoscoping technique in which animators trace over live-action film movement, frame by frame, for use in animated films.
