Waterfall image -- making water appear as moving

I have a photo of a waterfall that I'd like to animate in flash so that it appears to be moving---like a real waterfall. Anyone have any ideas on how to do this?

I have Flash version 5.

If you only have 1 picture then that is going to be the best bet. If you had had a series of images then you could load them to make the water "flow" . You would just loop it to make it "appear" the water is moving. Now if you are a Good artist and can edit the picture to make the water look as if it is moving (from pic to pic) then you could use those as well. But Water is a very difficult thing to make (at least for me).

Oh man.. I can't believe that never occured to me, to edit the pic and use it in the animation. I've done that many times, though not with Flash. My very first (lame-o) Flash animation is an angel. I made her wings move. lol Since it was my first attempt with flash I thought it was the coolest thing since peanut butter. Here she is if anyone wants to see: But again, I'm warning you--it's pretty lame and boring.
