Wow, that is like asking allot. I will try to explain what I do, and most other people. Starting a website can be tricky and requires allot of vision, of what you want the end product to look like. I would suggest you to start by drawing out a website on paper, decide where you want your links at, and what you want them to look like.
Since your asking this question within the flash forum, I would say you want to build a really cool website with loads of animation. Which is fine, but make sure you have a vision of what you want your website to look like BEFORE you start working on it.
Then you open up flash, and scan the image you drew into flash and put it on its own layer, and start by drawing what is on the paper, and clean it up a bit as you go. I would hide the layer as I draw. Have a different paper for every page of your website. Flash projects can become very large and overwhelming at times.
Things that should be considered when designing a website are...COLOR, LAYOUT, and LINKS. Ok hope this helps, let me know if you have any other questions.
