Payment option problem need help please

this is my first web site that i am starting. i have a web designer doing most of the work because i dont know anything about how to create one. we are stuck on one item thought. my site will allow users to download my music for free and we will have paying customers also downloading from our shared sever that i have with godaddy. i need to be able to seperate the free customers from the paying customers because at certain times of the day i want the free members not to have access to the server during high track times and to have the paying customers to be able to have access anytime they want. can any body come up with some answers to this dilima. thank you in advance.

Do your customers need to register account? to download?
Maybe you have to make them different and integrate billing processor in paid one? That just like idea.
