Contacting web designers/business people

Hi,

I had an idea for a website that would feature documentary video. I'm more on the creative side of things and have no experience with programming a site or running a web business. I don't have time at the monent to face the steep learning curve for these activities. I was wondering if anyone has any recommendations about contacting people who setup and run websites including the business and marketing sides? It would be great to find people in Toronto, but I suppose that anywhere in Canada would do. I'm assuming that it would be necessary to have Canadian people so that they are familiar with the fine points of setting up a business website in Canada (i.e. legal, accounting, etc.). Any directories or professional associations of web people where I might find contact info for these sorts of people? Thanks for your advise.
