Web Development tools

Does anyone know where I can get some free web developer software, that is good, reliable and compatible with Windows Vista.

I have already downloaded Microsoft Visual Basic, I have been using that for about a month now and it seems to work great but I wonder if there is anything better out there.

What kind of tools are you looking for?!

For HTML editors and the like, there's a sticky in the HTML section about it.

For testing the web development toolbar and google toolbar for firefox are amazing!
Graphics programs: Adobe photoshop, the gimp, adobe illustrator, adobe firefox
Designing: adobe dreamweaver (use code view).
