page overflowing with 100%?

I dont know what I am doing wrong with my page, but I have the <div> layers set for a total of 100%, and the html,body is specified for 100%. Now for my understanding, that should just conform to the entire page, and not streatch it, so I need someone to show me whats what here.

Also once I put a div layer under my whole thing, it gets pushed down pretty far. My suspicion is that I have an invisable div layer bugging up my layout, but I cant figure out exactly what it is! I have been struggling all day, so please just help me out, and let me know where I messed up.

I hate to double post, but I really need help on this. My friend whom I am designing for it going to a large skate event soon, and wants the site up before then. If at all possable, some help would be greatly appreciated.

Maybe I am missing the point here but couldn't you set a background image to repeat down the y axis? That would give the appearance of 100% without the problems. Then you just position your container div over it and wam.. done.

I dont want to do it that way though... I see what you are saying, and that thought has crossed my mind, but I also want to know the reason why its not working for me...
