Scrollbar and backgroun color glitch?

Hi, need a bit of help/perspective.

In the last week I encountered a few glitches while working on two new sites, and have no clue what to do.

First one involves making a fux roll over link by changing the background color, and setting a fixed width for that button effect. It work on one site (locally, and on ASP page), but when I copy/paste it to another (for all intents and purposes identical) site, it dosen't accept the width.

And scrollbar color change that does exactly the same, works on one site; and refuses to do so on the other unless I save it as .html.

Any idea what is going on, or where I can look for solutions?

You using the same browser to view both sites. Is the second site in your cache?

Try deleting the CSS file on the second server, then upload it.

Tryed, cleared cache...

And Rob I don't have an URL as I am testing them locally.
