IE conflicts...
Everything is fine in Firefox and Safari, but in IE 7 (and more than likely 6 as well), something in the left navigation coding is causing my top navigation menu to appear at the top left corner and snap back into place when moused over (see for yourself). And also, the drop down lists drop down behind content instead of overlapping it. But this is only in IE.

Validate your HTML
The most critical of those errors if you have not opened your html tag. This fix alone may well solve issues with your site. Until your HTML and CSS are valid, there is no way to correctly debug or find the root of the problem. HTH
