Angry how do I get stupid IE to work?

My footer is stuck to the bottom of the page in FF but not in IE - it's about 40px too high. How do I fix this please?

#footer {
position: absolute;
z-index:5;
bottom: 0px;
width: 65%;
margin-left: 251px;
margin-right: 251px
}

If I take the banner and footer and set them bottom:0px the browsers are consistant at all! Here's what happens:

FF: Banner too low, footer perfect.
IE6: Banner perfect, footer too high.
IE7: Banner too low, footer too high.

The banner being too low seems to be caused by the page having a big white space at the bottom (off-screen) that I can't get rid of.

Having footer at the bottom of the viewport is a PITA to do

Try

Sticky Footer
FAQ : How do you put a footer at the bottom of the window?

The FAQ link is very helpful - it seems better than the Sticky Footer which I came across the other day. Unfortunately when I put my pop-up menu in the footer it actually appears underneath the footer and disappears off the bottom of the page. Thus undoing everything the tutorial is about. Grrr. Any ideas what to do?
