Is there a way to change the scrollbar color in Opera and Firefox?

No.

It's an IE-only thing and thank Gawd it is!

Although, you probably use dHTML or whatever that stuff is called now to do this.

Yup IE only feature as stated. A useless feature at that if you can even call it a feature.

Hmmm.... I seem to remember there was a way to do this in firefox.... maybe i was pissed at the time.

It's easy. Just get a permanent marker and paint on your monitor.
