div#navlist li.submenu - jscript-esque mouseover effect

hello. i'm trying to use something that i read in Eric Meyer's More Eric Meyer on CSS(*1) where various techniques are used to achieve a javascript-like mouseover effect for expanding sub-menus. however, i'm experiencing a problem w/ the IE effect, although i've installed a Windows behaviour into an IE browser .htc file (per Meyer's method), there's still something wrong w/ the second <li> in some of the submenus, as you'll see if you view my what i've got so far.

i'm also having problems w/ the right column, so if you have any ideas for that, i'd appreciate it as well-- i'm at the point where i'm ready to scrap this volunteer project (i'm doing this as a favor for a local Arts in Education activities group), and i'm considering starting over w/ something new-- a different approach.
