Lined up colums

I am in the middle of turning my 'Black and Blue' design from www.geocities.com/physt_SS/ into a complete CSS layout, and I nearly finished with NO errors! I want to know how to line up 2 different rows so whatever i put beneeth those two rows will look right. If you don't understand what I mean I don't have a better way of describing it.:P
Also sometimes in Mozilla there are spaces between the header and links bar. Any idea what that is?
