Newbie ASP CMS/CMMS help

I've been test serval CMS/CMMS programs lately and I'm becoming increasingly frustrated. What I'm looking to do is a bit strange. I want a CMS/CMMS program so that I can create users that can post work orders, and view only the ones that they post. I don't want user A to be able to post/view a work order using user B's name ect. I now only a limited amount of asp and access, however I do know javascript and HTML so I have background in website design. If anyone has come across such software or knows how to minipulate existing software I'd be greatful for any help.

I think something that could perform this would be a helpdesk / ticketing system.

The users can submit a ticket (in this a work request) and you can assign tickets to whomever for completion.

There are many applications that will do this, but nothing free in ASP springs to mind.
