When you click the first menu, you see a menu and under that an empty square with two dragons on the background, the space of that square is defined as iframe and so in there (nothing outside of it) home.htm has to be loaded when you click 'home' in the menu.

However, home.htm appears outside the frame, in the middle of the page ...
