Did you fill out your meta tags in the .dwt file?
If so, delete the meta tags in the .dwt and make a change across all the html pages. That should clear them. Then you can fill them out on each individual page.

I'm unsure about the rest of your post.
Editable regions should be empty regions in your .dwt file. Then you fill them in on the html files.
